Structure for Second Level Domains

A new folder hierarchy has been created for countries with a ccSLD.

UTF-8

All data has been moved to UTF-8 format. There where still some files in good old ISO8859-1.

Added Common Configs

A folder "common" has been added directly under the root folder. It is supposed to provide commonly used configurations in order to avoid duplicates.
